One Powerwall, or two?
The discount is worked out on how much usable storage you put in, so the size of the battery decides the size of the discount. What decides the size of the battery is your house: what it draws after dark, whether there is a car in the driveway, how much of the roof is already working.

One Powerwall 3 holds 13.5 kWh usable, which carries the evening and the night in a house that is not also charging a car. The top row of the table is the whole federal discount on it, and there is nothing else federal to add.
