What you can get, and what you cannot.

Four schemes across two jurisdictions, and most of what is written about them is out of date or written for another state. This works out which are open to your household, which are shut, and why. And it shows the working.

Answer a few questions

Where you live, whether you own the place, the land value, your income, what you are installing. Each scheme tests a different one of those. Nothing is sent anywhere.

Cheaper Home Batteries Program

A discount taken off the price of a home battery at the point of sale, delivered by your installer through small-scale technology certificates. It is not a payment you claim back.

Requires
New or existing rooftop solar. A battery on its own does not qualify, and this is the test people most often fail.
Income test
None. No property value test either.
Eligible size
5 to 100 kWh installed. Certificates are earned on the first 50 kWh and nothing above it.
Tiered by capacity
100% of the rate on the first 14 kWh, 60% from 14 to 28, 15% from 28 to 50, and nothing above 50 kWh.
The rate
6.8 certificates per kWh of eligible capacity today, stepping to 5.7 for installs from 1 January 2027.
How it reaches you
Off the invoice, by the accredited retailer. There is nothing for you to lodge.

Federal solar certificates (SRES)

The long-running federal scheme that discounts rooftop solar. Your installer claims the certificates and takes the value off the price, so it lands as a discount on the quote, and there is nothing for you to apply for.

Income test
None. No property value test either.
Who lodges it
Your installer. You do not lodge anything.
The rate
Steps down each year on a published schedule, so the same array is worth less the longer it waits.

OpenACT

ACT Sustainable Household Scheme

Up to $20,000 for new applicants from 1 July 2026, at 3% interest over up to 10 years. Households already in the scheme stay on the earlier $15,000 cap.

It is a loan
Not a rebate. You repay it, at 3% over up to 10 years, through the scheme's lender, Brighte. No establishment or account fees.
Covers
Batteries, EV chargers, reverse-cycle heating and cooling, hot water heat pumps, electric cooktops, ceiling insulation and electric vehicles.
Does not cover solar
Rooftop solar is not one of the scheme's four product categories. Several pages still say otherwise. If you hold a concession card, solar runs through the Home Energy Support Program instead.
Land value
At or below $750,000 for a house, townhouse or dual occupancy, or $300,000 for a unit-titled multi-storey apartment, in any year from 2022 onward, and it does not have to be this one.
Also tested
ACT resident who owns the home. Mandatory free 1-hour Everyday Climate Choices workshop. Brighte credit check. Property Unimproved Value under $750,000. Minimum loan $2,000, and the cap is cumulative across every product. It does not reset per product.
Not on a new build
A home counts as a new build if it has never been lived in and got its Certificate of Occupancy or Use in the last 12 months.

OpenACT · concession card holders

ACT Home Energy Support Program

Half the installed cost back for households holding an eligible concession card, capped per category, with a zero-interest loan available for the rest. Distinct from the Sustainable Household Scheme: the two get conflated constantly.

Rebate
Half the installed cost, up to $2,500 per category and $5,000 per property.
Loan
Up to $10,000 at 0% interest.
Covers
Rooftop solar between 5.5kW and 8kW, reverse-cycle heating and cooling, hot water heat pumps and evacuated tube solar hot water, electric cooktops and ovens, and ceiling insulation.
Batteries
Not one of the rebate categories. Whether the zero-interest loan can go towards a battery is genuinely unclear in the published guidelines. They say the loan covers all products, but also that it has to be taken alongside a rebate. A battery does not attract one. We are getting that in writing rather than guessing at it.
Eligible cards
Services Australia Pensioner Concession Card, DVA Pensioner Concession Card, DVA Gold Card, Services Australia Health Care Card. The Commonwealth Seniors Health Card does not qualify, and it is the one people most often assume does.
Order matters
Approval has to be granted before anything is installed. Install first and the rebate is gone.

ACT Next Generation Energy Storage

The ACT's own battery rebate, and the one people still come looking for. It is finished. The last installs under it were 31 March 2023.

What replaced it
Nothing, on the territory side. There is no ACT battery cash rebate today. Territory support for a battery is the Sustainable Household Scheme loan; the money off the price is federal.

OpenNSW

NSW Home Energy Saver loan

A zero-interest loan of up to $15,000 towards approved upgrades: solar, batteries, hot water heat pumps, reverse-cycle air conditioning, insulation, cooktops, switchboard upgrades and EV chargers.

Income
Combined taxable household income up to $210,000.
Ownership
You have to own the property, as an owner-occupier or a landlord. A landlord confirms the tenant has agreed to the upgrade.
Residency
Australian citizen or permanent resident.
Excluded
Social or community housing property. Property used for short-stay rental accommodation. A property that has already had a full Home Energy Saver loan of upgrades.
One per property
$15,000 is the limit per property, per household, and the work goes through a supplier approved by the finance provider.

NSW Home Energy Saver discount

A discount of up to $4,000 on the same list of upgrades, for lower-income households. Applications are not open.

Signalled at
Households with income up to $80,000, or holding an eligible concession card.
Still unpublished
Who qualifies, and how the discount interacts with the loan. NSW has said the guidelines are coming, and until they land we are not going to tell you who will get it.
Order, when it opens
NSW has suggested applying for the discount before the loan, so it is worth waiting to see the rules rather than borrowing first.

What a system costs at your place comes down to the switchboard, the phase, the roof and the cable run. All four get looked at on site, and you keep the written design. Nothing is signed on the day.

Fifteen minutes and you will know what the system costs, what the schemes take off it, and what is left to pay. A subcontractor does the pre-install check once the design is settled.
